That establishes what they are (which you may have changed to straight quotes for some reason), but to enable them in your current project, use the Edit/Substitutions/Smart Quotes menu command-just like you would in TextEdit or Mail for that matter. For myself I use Markdown in Scrivener itself, and for me that means I dont have to worry about typography at all, since the tools that convert Markdown to finished products (like docx files) handle this stuff automatically.
